March 11, 2026

The Otto Township Supervisor’s meeting was held on March 11, 2026, at The Otto Township Office Building. Board members present were Supervisors Gerard Rettger, Dennis Mong and Christopher Kaluza, Secretary Jeannine Drummond. Visitors in attendance include Tim Crandall, Pete Everly, Bill Cochran, Corey Wilcox, and Colleen Ross.

Christopher Kaluza called the meeting to order at 6:04 p.m. with the Pledge of Allegiance.

Visitors were welcomed.

Gerard motioned to add an executive session after New Business, Christopher 2nd AIF.

February meeting minutes were reviewed. Gerard motioned to accept, Christopher 2nd AIF

The treasurer’s report, bills and bank statements were reviewed. Motion Christopher, Gerard 2nd AIF.

Park Report- Closed

Road Work Report- CJ read the road report.

Police Report- Gerard read the February police report

OLD BUSINESS:

Updates Kansas Branch Project-Christopher, Gerard and 2 Township Employees attended a meeting and will attend the Workshop on March 31, 2026.

Parking on Main Street and Grant Street- Gerard is working with the solicitor to modify the Ordinance.

Clark Street Bridge- Boundary survey has been completed. Geotechnical Boring is scheduled for the week of March 9, 2026.

Policy for pre-trip inspections- No updates

Ordinance for water runoff from driveways- rough draft was sent from Solicitor for Supervisors to review.

Spring clean up price will be $60.00 for 1,000 pounds; tires will remain the same at $5.00 for regular tires and $10.00 for large truck/tractor tires.

Christopher would like to check into a scrap metal bin for residents to use.

Proposals for engineering service for Brooklyn and Berger Hollow bridges were submitted. E&M Engineers in Bradford was the only proposal received. E&M will be the engineer for the 2-bridge project.

Updates to Police Dept computers and technology- Gerard discussed the updates from I.T. Nate Rodgers. The Township and Police Dept. will transition to a .gov host for email and website. New laptops and ipads need purchased for the Police Dept. and an Ethernet switch. There are currently leftover funds from the police budget last year that can be used to do the upgrades. Gerard motioned to do all technology updates, Christopher 2nd AIF.

NEW BUSINESS:

Christopher discussed options for the DCED multimodal grant. He suggested road paving and sleuth work on School Street in Rixford. Cost for engineering to do an estimate will be $2500.00 from E&M.

Lawn mowing for 2026 at Park and Old School Lot-Gerard motioned to put out for bid, Dennis 2nd AIF.

Gerard read the McKean County Emergency Operations Plan/Resolution 154- Christopher signed the Resolution.

Dennis stated that the Fire Dept would like to Thank the Township for maintaining the parking lot through the Winter.

Collen Ross asked if Coast Riders can use the bleachers at the park for an event on June 20, 2026. The Supervisors approved and just told them to reach out to The Nippers to make sure they don’t need them for ball games.

Jeannie asked to purchase a new minute’s book for the office. Dennis motioned, Christopher 2nd AIF.

Road closure barricades need purchased. The Supervisors approved 4 barricades with lights and safety vests will also be purchased.

Jeannie stated that a check will be disbursed to the Fire Dept for ½ of the 2025 Fire tax and ½ will go into the Fire Dept Reserve account.

Pete Everly asked about having the Police Dept. patrol more in Rixford.

The Supervisors went into an Executive session to discuss a personal issue. After returning Gerard stated that a work performance with an employee was discussed. Also, Alex Hitchcock, who is currently a temporary employee, will be offered a Full-time permanent position with the Township.
