_Otto Township Supervisor’s Meeting Minutes
April 9, 2025
The Otto Township Supervisor’s meeting was held on April 9, 2025, at The Otto Township Office Building. Board members present were Supervisors Gerard Rettger, Dennis Mong and CJ Kaluza, Secretary Jeannine Drummond. Visitors in attendance include Gary VanSkiver, Mike Stuck, Carol Stuck, Tom Merry, Sue Zirkle, Jim Zirkle, Sharon Schwab, Tina Crandell, Colleen Ross, Kristal Gross, Stacy Claycomb, Logan Claycomb, Timothy Goodwill and Frank Barton.
CJ Kaluza called the meeting to order at 6:03 p.m. with The Pledge of Allegiance.
Supervisors went to a brief Executive session to discuss Civil Suit Docket No 214CD2025. Ross vs Township Supervisors, Kaluza, Rettger and Mong.
Visitors were welcomed- Collen Ross gave a presentation on the Sunshine Act and distributed information to residents in attendance.
Timothy Goodwill was inquiring about the Township having public water with the sewer. He had read that it was required to provide water with the sewer service. The Supervisor will check into it and get more information.
Gary VanSkiver is having issues with ATVs using Meadows Drive. The Supervisors will ask the Township police to patrol the area.
March meeting minutes were reviewed. CJ motioned to accept, Dennis 2nd AIF.
The treasurer’s report, bills and bank statements were reviewed. Dennis motioned to accept. CJ 2nd AIF.
Park Report- Porta Potty has been set.
Road Work Report- CJ read the road report. CJ stated a lot of the equipment needs maintenance and repairs.
Police Report- Teodoro Popolizo was approved as a part time officer. CJ motioned, Gerard 2nd AIF.
OLD BUSINESS:
Gerard has a draft ready to review for the Volunteer Tax Credit.
Bids for mowing at the Memorial Park and the Old School lot were opened. Mike Stuck was awarded the bid to use his own equipment to do both locations. Gerard motioned, Dennis 2nd AIF.
Changes to the personnel handbook were tabled to the next meeting.
The Township was awarded a grant to repair parts of Kansas Branch Road. CJ motioned to accept the grant, Dennis 2nd AIF.
The Sanitary Truck sold on Municipal bid for $12, 600.00. The truck has been picked up and all paperwork is complete.
NEW BUSINESS:
Town wide Yard Sale Day will be June 7, 2025, and Spring Clean Up day will be June 9, 2025. Motion Dennis, Gerard 2nd AIF.
CJ asked about getting Dash Cams for the Township Truck so roads can be recorded for bonding purposes. Gerard motioned to approve with a $100.00 budget, Dennis 2nd AIF.
CJ provided quotes for purchasing tanks that are currently leased through Airgas. Gerard motioned to purchase one of each tank, Dennis 2nd AIF.
CJ presented a list of basic tools that are needed for the shop. Dennis motioned for a $2,000.00 budget to purchase the tools, Gerard 2nd AIF.
The Township will advertise for a new Road Worker. CJ motioned, Gerard 2nd AIF.
The appointment of a Co-Roadmaster was tabled until the next meeting.
The Supervisors discussed an agreement sent out by Keating Township for Chipper they are looking to purchase. The supervisors have decided against making the agreement currently.
The Township received a repository bid for the vacant land at 1398 Looker Mt Trail. The supervisors will be looking into the bidder’s purpose for the land.
A savings account will be opened to put extra money left from the police budget each year. Extra funds to date are $31927.18, Gerard motioned to transfer this amount to the police savings, Dennis 2nd AIF.
Correspondence from Moyer’s on Bakers Trestle was reviewed. Jeannie will reach out to them to resolve the issues.
