April 8, 2026

The Otto Township Supervisor’s meeting was held on April 8, 2026, at The Otto Township Office Building. Board members present were Supervisors Gerard Rettger, Dennis Mong and Christopher Kaluza (was on call), Secretary Jeannine Drummond. Visitors in attendance include Tina Crandell, Mike Stuck, Sue Zirkle, and Colleen Ross.

Gerard Rettger called the meeting to order at 6:00 p.m. with the Pledge of Allegiance.

Visitors were welcomed.

The Supervisors went to an executive session to discuss work performance of employees.

March meeting minutes were reviewed. Dennis motioned to accept, Gerard 2nd AIF

The treasurer’s report, bills and bank statements were reviewed. Motion Gerard, Dennis 2nd AIF.

Park Report- Closed

Road Work Report- Dennis read the road report that was supplied by road crew worker, Alex Hitchcock.

Colleen Ross stated that the salt/sand pile could be washed into the creek. Dennis said he would like to investigate getting a shed for it.

Police Report- None

OLD BUSINESS:

Updates Kansas Branch Project-Christopher and 2 Township Employees attended a Workshop on March 31, 2026. The road crew has been brushing as weather permits. Pipe has been ordered. Colleen Ross asked if project will be complete before grant expires. Christopher stated that an extension could be granted if it came to that point and the project needed more time.

Parking on Main Street and Grant Street- Gerard is still looking into the ordinance.

Clark Street Bridge- Still waiting on permits

Policy for pre-trip inspections- No new updates

Ordinance for water runoff from driveways- final review should be ready for next meeting.

Updates to Police Dept computers and technology-Gerard continues to work with Nate Rodgers to complete the updates

DCED Grant Application for 2026- Christopher met with Shawn Agosti from PennDot to do an estimate for Clark Street in Rixford. He recommended breaking the project into 3 sections and applying for 1 section per year. The 2026 application will be for the 1st section.

Bids were opened for mowing at the park and the Old School Lot. Two bids were opened. Mike Stuck bid $200.00 for park and $50.00 for school lot per each time mowed. Derrick Francis bid $240.00 for Park and $60.00 for School Lot per each time mowed. Gerard motioned for Mike Stcuk, Dennis 2nd AIF.

NEW BUSINESS:

Jeannine asked if she could attend a Municipal Law Symposium in Erie that is hosted by our Solicitors Firm. It will take place on April 29, 2026. Gerard motioned for her to attend and be paid regular wage and mileage for the trip, Dennis 2nd AIF.

Christopher asked if Jeannine could also attend a grant funding meeting with Senator Dush on April 28, 2026, in Port Allegany. Gerard motioned to approve, Dennis 2nd AIF.

Gerard read correspondence regarding prevailing wage for Berger/Brooklyn Street Bridge projects.

Dennis motioned to adjourn the meeting at 6:38 pm. Gerard 2nd AIF.
