Otto Township Supervisor’s Meeting Minutes
September 10, 2025
The Otto Township Supervisor’s meeting was held on September 10, 2025, at The Otto Township Office Building. Board members present were Supervisors Gerard Rettger, Dennis Mong and Christopher Kaluza, Secretary Jeannine Drummond. Visitors in attendance include Mike Stuck, Carol Stuck, Tina Crandell, Sharon Schwab Colleen Ross, Bill Cochran, Corey Wilcox and Jennifer Snow.
CJ Kaluza called the meeting to order at 6:02 p.m. with The Pledge of Allegiance.
The Supervisors went into an executive session for personnel issues with an employee. The Supervisors also reviewed applications received for the vacant Township worker position.
Visitors were welcomed-
-Jennifer Snow has been working to get the online library for Township residents. Gerard would like to have a survey done to assess the level of interest. This survey will be posted on the website.
-Sharon Schwab gave an update on the Otto Cemetery Association. New officers have been appointed, Dave Silvis is President, Julie Cochran is Vice President and Sharon Schwab is Secretary. The Association is working on a website that will have a listing of all the cemetery plots.
August meeting minutes were reviewed. It was noted that the Executive session from the August meeting was not in the minutes. Christopher motioned to accept if the minutes are corrected to include the Executive session. Gerard 2nd AIF.
The treasurer’s report, bills and bank statements were reviewed. Motion Christopher, Gerard 2nd AIF.
Park Report-
-The old bleachers have been taken care of.
-The damaged toilet in the bathroom has been replaced.
Road Work Report- CJ read the road report.
Police Report- Police officer updates in new business.
OLD BUSINESS:
Updates Kansas Branch Project- No new updates.
Berger Hollow Bridge- Delivery of the temporary bridge is scheduled for the week of October 6th.
6 Oil Valley Road- Bid has been awarded for the demolition. It is scheduled to begin the week of September 15, 2025.
Flooding Issues in Duke Center- CJ discussed the possibility of installing a trash rack on inlet at Highland Street to help with the flooding issues.
Solar and Wind Ordinance- The County is advertising for a wind ordinance for the entire County. There will be no need for Otto Township to have their own if the County has one. There is also a possibility that the County will do a solar ordinance in the future.
NEW BUSINESS:
Christopher stated that he received a resignation from Township employee, Jacob Sirline.
Dennis gave pricing for road closure barricades. Price for 2 with 4 lights will be $702.00. The supervisors tabled this discussion until the next meeting.
The Supervisors discussed the possibility of sending a new employee to the Police Academy. The township would pay for them to attend the Academy as well as $15.00 an hour. Approximate cost for the class is $8,500.00 and wages paid would be $14,100.00. The employee would have to sign a 5-year contract with other stipulations that will be set by the Police Board.
LSA Grant is open. The Supervisors will be submitting 2 applications. One for a Farm Tractor and the other for the Brooklyn Street Bridge.
Shinglehouse inquired about having Otto Township do their Spring Clean Up. The Supervisor agreed not to do it at this time.
The 2026 Budget work session has been set for October 14th at 6pm. Jeannine will advertise.
